The role of the Public Safety Group, which sits within the HO, is to keep the public safe by protecting the vulnerable, cutting crime, disrupting the highest harm criminals, and ensuring that our police, fire and rescue services are as trusted, efficient and effective as they can be in delivering front line public services.
The people in our Group develop and implement policy, provide funding, and deliver legislation. We make the most of innovation, data, and partnerships to protect the vulnerable, prevent crime, and tackle the highest harm crimes. We work with our partners in law enforcement, establishing governance arrangements at a national, regional, and local level.
Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Mobile Communication Programme (ESMCP) is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters.
This new Emergency Services Network (ESN) will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.
ESMCP is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the emergency services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.
Job description
As the Head of Product Management, you will be accountable for ensuring that the ESN cradle-to-grave user experience is optimised and integrated for all products and capabilities across a highly complex delivery programme.
Working closely with a wide-reaching and agile team you will help shape and influence the delivery of quality products and continuous improvement, supporting and embedding product centric values and principles across the programme.
You will develop a comprehensive knowledge of user needs and business goals to frame, and solve problems, and set priorities for delivery teams. You will be responsible for the overall vision and quality of the product being delivered, in conjunction with Product Managers and/or senior programme leadership.
You will work within ESN Live Services Team and work closely with ESN Service Management, ESN Service Operations, and the wider ESMCP programme workstreams as well as the suppliers and the Emergency Services organisations’ representatives.
The role is being advertised in either Bristol or London, however the post holder may be expected to travel occasionally to either location, as well as occasional travel to supplier locations. The cost related to this travel will be met by the business area.
This role is available on a Full-time basis as well as Compressed hours. Due to the nature of the role and business requirements, we are unable to consider a Part-time working option. Candidates should take this into consideration before submitting their application.
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity.
Person specification
We are seeking an experienced product manager, adept at leading, managing and developing a products team which will include external supplier contributors and will encompass the whole product lifecycle through a jointly managed product lifecycle framework.
The initial focus will involve extensive internal and external stakeholder management, requiring a high degree of organisation and collaboration to ensure alignment with other parts of the programme.
You will be the strategic lead on the ESN product portfolio and roadmap, backed up with excellent and confident communications skills and using your knowledge of the market, data and insight to create a compelling product vision.
This role is only partially defined at this time, giving the Head of Product scope and flexibility to build and manage the direct and virtual teams to deliver the best results.
ESN strives for a collaborative delivery approach and the Head of Product will be expected to promote an environment of continuous improvement, exchanging ideas and learning lessons across the Live Services / Delivery functions and other ESN teams.
