Job summary

This is an exciting opportunity to join a pivotal team at the heart of public sector innovation. 

The Public Sector Fraud Authority (PSFA) works with departments and public bodies to better understand and reduce the impact of fraud against the public sector. As part of its mandate, it provides data analytics services and access to technology solutions to find and prevent fraud using the latest tools.

As a Product Manager, you will play a crucial role in developing our product roadmap, data strategy and support the counter fraud AI programme to come into full fruition. You will work closely with technical experts from the Digital, Data, and Technology (DDaT) profession, including Data Engineers, Data Scientists, Business Analysts, and more. These technical roles are integral to our mission of deploying advanced analytics tools across government to counter fraud with an AI focus.

Job description

We are recruiting a Product Manager to lead the product strategy for the Single Network Analytics Platform (SNAP) and PSFA AI Service offering. This role will support our mission by working across government to reduce the impact of fraud, representing the Public Sector Fraud Authority (PSFA) externally, and ensuring that our AI services deliver maximum value.

Key Duties

  • Lead the product roadmap for the Single Network Analytics Platform (SNAP) and ensure that the platform continues to develop and evolve around user needs;
  • Work with public bodies to understand their needs and turn those into new product requirements for SNAP (new data/scoring and functionality);
  • Devise fraud prevention and detection strategies and work closely with our data science teams to deliver PoCs and full-scale solutions that utilise our technology stack (Azure AI Services, Databricks, Quantexa);
  • Shape the SNAP/AI service offering to ensure that it is strategically relevant and that products align with the fraud risks that Public Bodies face;
  • Work across government to identify and acquire new data sources for SNAP and AI projects;
  • Work closely with the Central Digital and Data Office (CDDO), CO Digital and Incubator for Artificial Intelligence (i.AI) to understand how other CO Delivery Units are embracing opportunities for AI and translate insight into discovery projects to deliver efficiency and productivity gains across the Counter Fraud Function;
  • Work with industry to identify AI innovation opportunities through partnership working (data sharing, capability building and co-creation);
  • Progress the government’s Economic Crime Plan commitments, ensuring the Cabinet Office delivers on its deliverables within the timeframes set.

Person specification

Essential criteria

The successful candidates will have:

  • Degree or Masters in computer science, data science, economics, business, counter fraud, risk management, cyber security or a related field;
  • Experience in fraud risk management/strategy and/or fraud analytics in banking/finance, consulting or public sector;
  • Excellent understanding of fraud and economic crime typologies;
  • Excellent analytical, problem-solving, and critical thinking skills;
  • Strong leadership skills with an ability to challenge the status quo;
  • Strong communication and workshop facilitation skills (including an ability to communicate between the technical and non-technical);
  • Excellent planning skills, including the ability to plan and deliver according to agile methodologies;
  • Good understanding of product life cycles and product management;
  • Good understanding of emerging AI technologies (incl. generative AI).

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.

Selection process details

Interview process

Your technical capability will be tested in two additional ways:

  1. An analysis exercise will also be used to assist the assessment of candidates - candidates that successfully make it through the sift will be contacted with details about the exercise ahead of the interview stage. 
  2. A short 15 min presentation to be delivered at interview - the topic for the presentation together with further guidance will be provided in advance of your interview.

You will also be assessed on the behaviours listed above at the interview.

Your interview will either be conducted face to face or by video. You will be notified of the location if you are selected for interview.
