Job summary

We are expanding the way we use data as a core part of our evidence base. This supports the way we work to help make gambling safe, fair and free from crime. This role, as a member of our Research and Statistics Team, will help to ensure delivery of diverse range of data-related projects and help us use and share the insights they provide with colleagues. 

As part of our Research and Statistics Team, making progress in this area of work is a key to the Commission’s Corporate Strategy objective to ‘use data and analytics to make gambling regulation more effective.

Job description

You will: 

•    Oversee the project management of a diverse portfolio of research and analytical projects. 

•    Identify the priority actions needed to deliver projects at pace.

•    Build strong working relationships, communicate and coordinate with colleagues across the Commission to drive delivery, remove blockages, expedite actions, escalate issues, report progress and assure delivery is being achieved.

•    Be proactive to ensure tasks are allocated, deadlines achieved, and results communicated. 

•    Play a key role coordinating the Commission’s data governance processes and clearly communicate with members of our internal Data Governance Council. 

Key Responsibilities

It is important that we make progress to delivery our project work and build strong foundations for accessing and analysing the data we need. 

You will oversee delivery of a range of projects – all of which will contribute to making gambling safe, fair and free from crime. This will include some large-scale, industry-facing projects, as well as many smaller, more agile projects. You will help ensure these projects deliver their intended benefits. 

You will proactively anticipate risks and manage their potential impact. You will deal with issues promptly, be confident to make decisions within your responsibility or ensure timely escalation. 

It’s about excellent communication. 

You will report progress and escalate issues to the Head of Data Innovation Hub to ensure the overall project plans remains on schedule. You will coordinate delivery across the projects to ensure the right information is communicated to those that need it. You will be able to provide clear messages on projects which are sometimes complex. 

It’s about people and teamwork. 

You will help create a great place to work by supporting colleagues to achieve results, deliver effective advice and work effectively as a team. You will help people to understand how we can use data to give them the evidence they need to support their work.

It’s about improvement. 

You will contribute to the improvement of the Research and Statistics Team and Commission’s programme and project management maturity to ensure the right things gets done in the right way. 

It’s about keeping the public safe.

You will be part of a a programme of work which is looking to drive the Commission’s data strategy forward – to be able to make more of the data available to us, increase the depth of our understanding and the effectiveness of the actions we take.

Person specification

You don’t have to be a data specialist – although some experience of this area of work is desirable. The priority is to be able to take responsibility for overseeing a wide portfolio of projects, ensure delivery is on track, and build great interpersonal relationships with colleagues to help you overcome and remove barriers to deliver. 

Essential:

•    Strong organisational skills
• Direct experience of driving project delivery:
o removing blockages, anticipating and solving challenges
o monitoring performance and reporting progress
o providing delivery assurance to stakeholders.
• Experience of managing external agencies to deliver project work.
• Confidence and experience in communicating with a wide range of stakeholders.
• Ability to manage interactions with colleagues who are members of the Data Governance Council – to allow us to manage risks in relation to data governance and information management.
• Ensuring programme risks, assumptions, issues and dependencies are being accurately recorded and tracked against the baseline plan.
•    Strong knowledge of programme and project management using recognised approaches and methodologies.

Desirable:

•    Experience supporting data development projects
• Project management qualifications (e.g. Prince 2, MSP, Agile).
•    Knowledge of the gambling industry

- Civil service pension, with an employer contribution rate of 27%

- Hybrid working, specific guidelines are to be agreed with line manager
