The Role
The Threat Intelligence and Counter Fraud team are here to ensure the protection of the UK Digital Identity Ecosystem. You will provide proactive and reactive intelligence and counter fraud support to the Digital Identity Programme in an agile manner.
We anticipate hiring for two positions and in these, you will play a vital role, bringing your skills and experience across a range of areas from managing and preparing intelligence assessments, undertaking counter fraud analysis, identity risk assessments, technical iterating and alerting, and creating policies as well as helping to build and define current and future requirements through engagement with a wide range of internal and external stakeholders.
As a Senior Counter Fraud Analyst, you'll:
analyse and evaluate intelligence and counter fraud data and information to support and inform decision making within the Digital Identity Directorate
liaise with other government departments, and partner organisations to share and discuss identity dependent and identity enabled threats, products and conduct joint working where required
lead on proactive research into the latest threats to the identity ecosystem in the UK and abroad, including trends and technologies and provide and implement mitigation strategies
leading and delivering technical and operational requirements for the counter fraud function including working with systems architects and DevOps
oversee the aggregation and analysis of fraud data from a variety of sources arising during the Identity proofing process
manage the updates and iteration of the fraud service desk process, fraud policies, assurance and governance
create and maintain of fraud risk assessment and fraud risks registers and provide mitigations and recommendations to the Digital Identity Directorate
work with internal stakeholders to ensure the correct policies are developed and maintained
ensure the success of key deliverables, ownership of delivering against SLAs as well as management of team members responsible for contributing to them
Who you are
We’re interested in people who have:
experience of working in an Agile environment as part of a multidisciplinary team
experience working with and building fraud monitoring and analytics platforms and managing tooling, specifically through the counter fraud lens
experience in a leadership role, in a high volume, operational counter fraud environment
experience maintaining and writing counter fraud policies, fraud risk assessments and fraud risk registers in line with government and industry standards
worked collaboratively with multi-disciplinary teams, across boundaries and with a wide range of external organisations
decision making and ability to balance competing priorities in a rapidly changing environment
a track record of establishing and maintaining excellent stakeholder relationships, influencing and gaining the confidence of senior leaders
We would also expect applicants to have most of the following:
- Recognised counter fraud or threat intelligence certifications
- Evidence of using and aligning with a standards-based approach to identity proofing such as Good Practice Guides 44 and 45, NIST 800-63 or equivalents;
- Strong understanding of digital identity-related threats and their mitigations.
- Working in, or with, the Public Sector.
- have a current SC clearance

GDS offers hybrid working for all employees. This means that everyone does some working from home/remote working and also spends some time in their local office. You will agree to your hybrid working arrangement with your line manager in line with your preferences and business needs.
For this role, you will be required to attend the London office (10 Whitechapel) twice a week.
If we receive a high number of applications, we may decide to include an additional round (this would typically be a short telephone interview or assessment/exercise depending on the type of role).
A reserve list will be held for a period of 12 months, from which further appointments can be made.
Candidates that do not pass the interview, however, have demonstrated an acceptable standard will be considered for similar roles at a lower grade.
