About the Team

The Research and Intelligence (R&I) team is responsible for providing a deep understanding of market developments and the outcomes for consumers and citizens in the markets we regulate. We collect the evidence base that underpins Ofcom's decisions, informs Ofcom’s policy work and creates knowledge in the UK media sector through publications such as the Media Nations Report and the BBC Annual Report.

The team includes industry analysts, market researchers and data specialists. With new duties under the Media Act, R&I is looking for a senior TV industry analyst to deliver the implementation of new data collection as well as to drive our programmatic industry reporting work.

Purpose of the Role

We are seeking an experienced TV and video industry expert and analyst to lead our data collection, analysis and insight.

The role is a senior associate position and the role holder will report to the Head of Market Developments in the R&I team.

The role holder will provide high quality analysis of market data including leading pieces that shape Ofcom’s long-term thinking and strategy. It includes project managing of our data collection from public service broadcasters and other Ofcom stakeholders, drawing insights from large datasets and delivering high quality internal and external publications.

Your key responsibilities

The successful candidate will take ownership of their work, demonstrate leadership, and contribute to various projects within the Media Research and Intelligence programmes, reporting to the Head of Market Developments in the R&I team.

  • Exhibit strong analytical skills, excellent written and oral communication skills and the ability to work collaboratively.
  • Manage Ofcom’s TV and video data collection from industry stakeholders including public service broadcasters and multichannel services.
  • Analyse large industry datasets to monitor TV trends and assess broadcasters’ compliance with quotas.
  • Source, analyse and interpret first and third-party market data ensuring that relevant insights and trends are understood and used to inform Ofcom’s policy objectives and research reports.
  • Lead industry analysis for Ofcom’s flagship research reports, including Media Nations and BBC Annual Report.
  • Engage with a wide range of Ofcom projects and reports to ensure our policy work is evidence-based and reflective of the latest industry developments.
  • Contribute to Ofcom’s content policy priorities as outlined in Ofcom’s Plan of Work.
  • Implement new data requirements resulting from the Media Act to ensure Ofcom can deliver on its new duties.
  • Work flexibly with your manager to provide relevant support to other emerging data collection and analysis needs across the team’s programmes of work.

The skills, knowledge and experience you will need for success

Essential skills:

  • Data analysis: using Microsoft Excel or similar (including Pivot tables) and other software (e.g. PowerBI) to analyse and quality assure large datasets and produce insights from these data. A strong attention to detail coupled with a good understanding of market trends and developments.
  • Building solutions: using evidence-driven methods (including data collected from industry and third parties) to generate market insights and make well-founded decisions based on thorough analysis.
  • Executing plans: strong organisation and project management skills, and ability to prioritise and deliver on competing deadlines. You will be able to successfully manage your own and others’ time to deliver results in line with Ofcom’s research and policy priorities.
  • Harmonising work: collaborating effectively with other analysts and researchers in the Research and Intelligence Media Hub to deliver robust and comprehensive evidence that informs Ofcom’s policy work.
  • Forming relationships: forming relationships with industry stakeholders such as the public service broadcasters and internally with a range of teams across Ofcom including colleagues at senior levels.
  • Articulating ideas: ability to present data and analysis in a concise, clear and easily accessible way using charts, well-written text and oral presentations to internal and external audiences.

Essential knowledge:

  • Strong understanding of the TV industry, including knowledge of key companies and emerging market developments.

Desirable skills

  • Ability to use Power Query, Salesforce and other data analytics tools.

Desirable knowledge

  • Understanding of UK media regulation and Ofcom’s role in the media sector.
  • Knowledge and understanding of the Media Act.
